Drafted motion for summary judgment in Alliance to Save the Mattaponi, v; of Engineers, case 1:06-cv-01268-HHK. Successfully argued that the decision to issue a permit to build a reservoir was arbitrary and capricious, resulting in the cancellation of the project.
