Provide consulting services to small and large businesses for contracts administration, procurement, operations and risk assessment and management to enhance client revenue while containing costs, managing risk and improving operational efficiencies. Also provide advisory services covering claim/dispute resolution, strategic sourcing, change management, company reorganization, and mergers and acquisition. This support includes not only initial advisory services but implementation through direct support to the business and administration functions listed above.

Hired as the VP, Contracts and transitioned to the VP, Operations after seven months, while maintaining responsibility for Contracts. In addition to overseeing Contracts and Procurement, managed operations including service lines for Environmental Technology, Environmental Services, Remediation and Construction, and Mission Services. Managed revenue targets and P&L for company's four service lines, monitoring progress through regular ETC/EAC reviews, program reviews and regular meetings with service line managers (SLMs) and functional leads. Led risk reviews for fixed price bids and at-risk projects. Supported SLMs and project managers on major programs from project monitoring to change order management and corrective action plan implementation to insure revenue and gross margin targets. Negotiated new opportunities, contract changes, and financial adjustments with customers, business partners and subcontractors, yielding several million dollars over the past two years to firm's bottom line. Oversaw due diligence and integration support for mergers and acquisitions.

Managed regionally diverse contracts group, providing prime contract and procurement services for the US western and central regions, as well as all international operations. Contracts group had responsibility for project risk assesment and financial analysis for bids/contracts, including profit/gross margin analyses and cash-flow projections. Also responsible for developing indirect rates, cost and pricing, proposal preparation, contract negotiations and formation, and contract administration, including contract changes, claims resolution, risk management and project cost and performance audits. Other responsibilities included teaming arrangements, joint ventures, corporate mergers and acquisitions, and development of new business/proposal strategies.

Managed prime contracts and subcontracts for Bechtel's nuclear, environmental and power business lines, including project risk assessment and management, proposal preparation, contract and subcontract negotiations and formation, and contract administration.

Manage a staff of 24 contract administrators and buyers responsible for construction and M&O contracts, professional services contracts and purchase orders for materials and equipment. Manage all procurement services for the JCC from planning, solicitations, award and contract/PO formation to contract administration, risk management, change order negotiations and closeout. Administer all forms of contracts from fixed-price, fixed price performance based and fixed unit price to T&M NTE, T&M, cost plus and cost plus incentive fee. These JCC procurement services support the Supreme and Appellate courts, including capital projects and facility maintenance, material and equipment purchases, training and professional consulting services to support the fair distribution of justice for all Californians. The JCC is also responsible for capital projects and facility maintenance for the trial courts in all of California’s fifty-eight counties.
