Acquisition Advisor for ODASD (CBD)

Serves as the Program Manager's principal advisor and Assistant Program Manager (APM) on all Electronic Warfare (EW) requirements, acquisition, and financial management matters within an acquisition organization that both supports and reports to USSOCOM that is dedicated to supporting the nation's highest priority Special Operations Forces (SOF). Directly responsible for a portfolio containing two commodity areas with three major programs and over 10 combat evaluations that involve multiple appropriations valued over $20M. Manages cost, schedule, and performance for all assigned projects, studies, combat evaluations, and major purchases. Develops and executes acquisition management strategies for the development, testing, fielding and sustainment of SOF unique capabilities within a classified and accelerated acquisition environment. Supervised two SETA contractors and one government civilian.

Directed projects to integrate emerging technology into Army, Joint, and interagency chemical and biological defense systems and provide enabling capabilities to the Warfighter. Led integration efforts totaling $100M and developed operational views coupled with context to support the development and maturation of technological decisions and implementation. Leveraged expertise in operations and acquisition to translate emerging Army capability gaps into new Science and Technology (S&T) and engineering focus areas. Synchronized and led the transition of emerging technologies to the Army. Managed CBC’s portfolio of Joint chemical and biological S&T and engineering efforts and ensured synchronization with emerging Army and Joint capability requirements. Coordinated programmatic reviews with senior staff proponents in support of TRADOC, DEVCOM, JPEO-CBRND, DTRA, and the Joint Science and Technology Office (JSTO).

The Systems Engineering Management program is an interdisciplinary program combining systems engineering with acquisition management knowledge and skills. The program is intended to broaden the technical capabilities of officers who may have non-technical backgrounds so they are able to manage and lead acquisition programs for the complex combat systems the DoD needs. Students in this program learn the systems engineering process from establishing system requirements through test and evaluation. Simultaneously students learn how to manage, schedule, and budget programs as well as work with DoD suppliers through contracts to meet program obligations.

Served as the Chemical, Biological, Radiological, and Nuclear (CBRN) Acquisition Officer for the Army Evaluation Center (AEC). Assessed the operational feasibility, effectiveness, and suitability of emerging technologies and facilities for newly developed CBRN equipment. Developed and reviewed CBRN Detection and Individual Protection evaluation strategies for operational capability and mission contribution and provided acquisition expertise and operational knowledge into the test and evaluation process to ensure representation of the Soldier's perspective. Efforts included serving as the System Team Chair for the Uniform Integrated Protection Equipment Family of Systems and Dismounted Reconnaissance Set Kits and Outfits Increment 2. Served as the Military Evaluator for the Stryker Nuclear, Biological, and Chemical Reconnaissance Vehicle (NBCRV), M53A1 protective mask, and Joint Service Aircrew Mask.

Led planning, integration, development, procurement, fielding & life cycle support of Joint Nuclear Biological Chemical (NBC) Reconnaissance Systems, including Dismounted Recon Sets, Kits & Outfits, and the development and integration of sensor suites for the Stryker NBC Recon Vehicle. Oversaw upgrades of fielded systems such as the Chemical Biological Mass Spectrometer (CBMS) II & Non-contact Contamination Surface Detector. Worked in a Joint Service acquisition environment, coordinating with Joint material and combat developers, procurement, logistics, sustainment, and test agencies. Developed long-range business and acquisitions strategies for continued CBRN recon capabilities within the future and Joint Force structure. Provided oversight for Contract Logistics Support for the Joint Portal Shield worldwide. Led a team of 11 military and civilian personnel. Funded at over $619 million.

Directed a Chemical Biological Radiological Nuclear Company within Central Command and Pacific Command area of responsibility. Task organized CBRN response teams to conduct Foreign Consequence Management and CBRN operations in support of Joint Task Force operations, Component Commands, and Theater Security Cooperation engagements. Responsible for all aspects of control of 144 Soldiers, and maintenance and accountability of over $44 million in equipment. Responsible for developing, implementing, and supervising of individual and collective training while in Alaska and deployment to Kuwait.

Served as the command advisor for Chemical, Biological, Radiological, Nuclear, high yield explosives program (CBRNE) Defense and Weapons of Mass Destruction (WMD) Support programs. Executed CBRNE Training Readiness Oversight/support for subordinate units. Served as the command advisor for CBRNE. Provided guidance to establish, implement, and manage a CBRNE preparedness program for emergency responders at the installation level. Recommended type and frequency of CBRNE exercises delineated in local installation integrated Vulnerability Assessments; ensured installations scheduled and conducted emergency response exercises involving and measuring emergency response capabilities to CBRNE incidents. Instituted emergency response programs supporting exercises, operations and contingencies for all of US Army Alaska.
