Advised on government affairs, including lobbying before the Legislative and Executive branches of the government ofPuerto Rico, advised clients on business development, infrastructure development and programatic strategies, data mining in a less-than-purely transparent public sector, and provided institutional memory advice to clients.

Teaches one course per trimester, among US Government, Government Management, Global Society , US-PR Relations, a Seminar in Legislative Process and, from July 2019 on, a course in Lobbying with on-campus as well as Washington DC-based sessions.

In April 1970---50 years ago next month---I began attending weekly meetings relating to politics, policy and public services. Less than a year later, I was the youngest delegate from Puerto Rico and one of the ten youngest nationally at the White House Conference fin Children and Youth during the Nixon administration...and the rest is history. I've enjoyed every minute of the 50-year-long ride.

Presided over a 501(c)4, Florida-based non-profit dedicated to educate on issues pertaining to equality for the 3.1 million (and dwindling) American citizens residing in Puerto Rico.

Provided Public Policy advice to current Senate President from the unique perspective of a predecessor who also served as Lieutenant Governor and Secretary of State, Minority Leader for one term, and Government Affairs Committee Chairman for two terms.

After being confirmed by the Puerto Rico Senate unanimously and by the House of Representative, served as Puerto Rico's third longest-serving Secretary of State and Lieutenant Governor under Governor Luis G. Fortuño, including many stints as Acting Governor when the Governor was off the island.

Served as the 13th President of the Senate of Puerto Rico

I chaired the Federal and Economic Affairs Committee of the Senate from 1993-96. I simultaneously chaired the Government Affairs Committee from March 1994 to 1996. In January 1997, both committees merged and I chaired the Government and Federal Affairs Committee from 1997 to 2000.

After co-founding the Parliamentary Conference of the Americas in Quebec in 1997, I succeeded its first President, Jean-Pierre Charbonneau, President of the Quebec National Assembly, in 2000. COPA represented at the time all the sub-national legislators from the Bering Strait to Tierra del Fuego, with the exception of Cuba.

The Council of State Governments (CSG) is the organization that represents all three branches of our nations 56 states, territories and district. Several Canadian provinces are associate members. I served as its first Hispanic Chairman in 1999, my installation ceremony in San Antonio, Texas having been presided by then-Governor George W. Bush. In 1997 I served as Vice Chairman and in 1998 as Chairman-elect. In 1995 I hosted and organized CSG's most successful annual meeting until then, only surpassed by the 1999 meeting held in Quebec, at the end of my Chairmanship. As Chairman, I co-presided with CSG President, Gov. Tommy Thompson of Wisconsin an official visit to the People's Republic of China, where we met with Premier Zhu Ronji and with the mayor of Beijing.In May, 1993, a CSG-sponsored visit to the subarctic village of Radisson, Quebec, allowed me to visit the construction of a seven-lake reservoir complex to produce hydroelectric power for HydroQuebec, which supplies power to the Canadian province of Quebec and several Northeastern states of the US.

I was a midterm replacement for a deceased city councilman, elected by the San Juan Central Municipal Committee of the New Progressive Party. The mayor, of the opposing party, was my former 7th grade Social Studies teacher, Héctor Luis Acevedo. He went on to precede me as Lieutenant Governor and Secretary of State, later unsuccessfully ran for Governor in 1996, and we now both teach in the PoliSci Department of Inter-American University's Metropolitan campus.

I worked for the same legislator from May 1980 through December 1988, but his leadership role changed several times throughout those almost 9 years.

Upon graduation from law school in May, 1980, I joined the investigative team that uncovered a $1.25 million bribe paid in 1975 in the Puerto Rico Water Resources Authority, predecessor of the PR Electric Power Authority, or PREPA. During those 8 months, developed lifelong interest in energy infrastructure and how to fight widespread corruption in PREPA.

The youngest committee staff director at the age of 19 in the House's history, I served full-time as I simultaneously had a "light" 20-credit load as a junior at UPR's Río Piedras campus! I resigned to take up studies at Tulane University Law School beginning the fall semester of 1977.
