* As Program Manager, Mr. Chandler designed and managed the * implementation of a Benefit Management system developed as a client/server system using the * Sybase SQL Server, Windows NT, and SUN Solaris. The system included establishing and * processing digitizing records, eClaims and electronic storage of all data and images. The Windows * NT and Sun Solaris systems were setup for a 150 users and a multitude of business analysis, word * processing, communications, as well as custom applications. Developed and implemented a data * migration strategy to manage a seamless transition from the legacy system to current web-based * environment. Collections and payments applications were designed and implemented as an * electronic web-based system with eDeposits. Responsible for international business development * and successfully acquiring two projects over 10 million US Dollars. Mr. Chandler developed * winning strategies for Latin America and the Caribbean. Evaluated local infrastructure * requirements and acquired local resources needed to produce a competitive edge within the * Caribbean market.

* Chandler designed and implemented an Image Processing * System using Sybase System 10, Optika, Visual Basic, Sparc 2000, and Optical Juke Box. He * implemented the Workflow capability of the Image Processing System. He instructed Sybase * classes on various Platforms. Setup various front-end clients to access the SQL Server in a * network environment. He also designed Power Builder student manuals and screens in Visual * Basic and C++ for an Inventory Tracking System. Designed and implemented a Portfolio * Management System (PMS) using Sybase, C++, and X-Windows. Developed C++ routines to * convert data from IBM DB2 format to Sybase UNIX format. Developed inter-process * communication applications (DB Server, Front Office Server, Back Office Server, etc.) to * communicate with Ultrix and SQL Servers.
