Served as the Project Manager of an executive administrative support services contract for the DHS Office of the Chief Information Officer (OCIO). Responsible for planning, controlling, directing, and organizing all contract support activities. Managed staffing, recruiting, employee performance and development, individual and contract deliverables, training, disciplinary requirements, and annual reviews. From September 2015 - January 2016, served as the Project Manager for Acquisition Program Management and Freedom of Information Act (FOIA) contracts supporting the DHS National Plans & Programs Directorate (NPPD) Office of Biometric Identity Management (OBIM).

Served as a program coordinator and provided logistical and technical support to CSC and DTRA International Counterproliferation (ICP) Program management. Collaborated on the development and implementation of the ICP Program online portal. Managed and updated the database of course materials and training modules, as well as the schedule of course deliveries and training and policy visits. Prepared the final deliverables report of course materials, research materials, and After Action Reports (AARs) for delivery to CSC and DTRA ICP Program management. Managed the ICP Program schedule and assisted with monitoring ICP Program financials, expenses, and travel arrangements.

Served as the ICP Program liaison for CSC and the Defense Threat Reduction Agency (DTRA) to the Office of the Under Secretary of Defense for Policy (OSD/P). Coordinated the clearance of agreements and ICP Program activities between DoD, DTRA, the State Department, and other USG agencies as well as U.S. embassies and partner country governments. Drafted agreements between the U.S. government and partner countries to allow for formal participation in the ICP Program, counterproliferation equipment deliveries, training exercises, and protections and immunities for USG and contractor personnel. Supported the development and implementation of strategic policy guidance and program expansion priorities and methodologies.

Conducted research and provided analytical support for the ICP Program team at DTRA. Prepared written reports, composed detailed threat assessments, and delivered oral briefings for ICP Program course instructors, personnel, and contractors in preparation for policy and assessment visits, training sessions, and exercises. Provided research support on relevant counterproliferation issues and training scenarios for presentation by ICP Program instructors to partner government representatives. Wrote, reviewed, and edited regional threat assessments, country briefings, and AARs.

Prepared detailed terrorism updates on al Qaeda, the wars in Iraq and Afghanistan, global terrorist attacks, and the nexus of terrorism and weapons of mass destruction. Conducted research on terrorist threats and international responses to analyze emerging trends in the interplay between the two in relation to U.S. counterterrorism strategy. Provided research and analytical support for the director of the center’s book on terrorism trends in South Asia as well as administrative support for a book on democracy and U.S. foreign policy.

Researched national security policy issues for CDI’s senior analysts as well as for independent projects, including an extensive analysis of terrorist financing and U.S. counterterrorism policy. Composed issue briefs on U.S. national security policy issues, including terrorism, North Korea’s nuclear weapons program, and global WMD proliferation. Wrote succinct analyses of the implications of U.S. national security policy on international security trends.

Provided Advisory & Assistance Support (A&AS) services to DTRA/J9’s International Programs Office. Conducted research and analysis of international security policy issues to advise on and implement policies and procedures in support of international counter-WMD research and development programs. Provided administrative, programmatic, and technical support for international activities, including management and planning of collaboration programs and events; preparation of papers and briefings for bilateral and international meetings; coordination and integration of activities across DTRA; and investigation, analysis, assessment, and identification of potential areas for future R&D collaboration. Analyzed and advised on processes associated with foreign disclosure, ITAR, and export controls in association with international counter-WMD research and development initiatives. Investigates and resolves compliance issues associated with these efforts.
