At PSD, our policies aim to make the Singapore Public Service a progressive place to work in. I am grateful for the opportunity to rotate to our Compensation policy unit. In my role, I rolled out merit increment and performance bonus policy changes to Ministries I partner with. Besides, I was part of a group that reviewed the Operations Support Scheme, to shift it towards a pay-for-performance philosophy, along with tying increments with skills upgrading (in line with our national focus on upskilling).

PSD is the central people agency for the Singapore Public Service. I was the resource person for recruitment, HR analytics, retirement & re-employment of PSD staff. I oversaw the deployment of a video recruitment tool, which helped achieved ~70% savings in our selection process. As part of ongoing efforts to thoughtfully deploy the use of HR tech, I shared our experience to reps of 30 other public agencies. This led to an increased interest in the use of related video recruitment services. I also streamlined salary package computations for incoming staff through an automated calculator that relies on formula instead of manual input. As part of my retirement & re-employment portfolio, I had to quickly grasp the features of various retirement schemes to correctly advise and administer the processes. I am honoured to have received the ‘PSD Star Award’, which recognises staff who demonstrate service excellence. (Previously Executive from Apr 2016 - Apr 2018)

* In my pentultimate year, I was given a great opportunity to work with Prof. Devasheesh Bhave in the course Human Capital Management (OBHR101) to further my interests in the HR field. My responsibilities include supplementing course materials for teaching and research purposes, and offering consultation sessions for peers and juniors in their course of study. I am also humbled to have been given a chance to participate in a paper on work/life balance that SMU was involved in, where I followed up with research participants to assess their suitability for the study. The stint has exposed me to a wider spectrum of HR topics, and also piqued my interest in this field.

* I am grateful for the opportunity to embark on an overseas internship with a logistics firm in Hong Kong. As a Management Trainee, I was responsible for leading the profit/loss analysis for a global healthcare event, which the company was appointed as the official logistics provider. Prior to the event, I had been involved in coordinating logistical movement for the incoming exhibitors from various countries.

* Carrots Consulting was established in 2000 as a management consultancy, specializing in people-pay-performance management strategies. My portfolio includes determining fair payout of long term incentive plans (shares/cash-based) to attract, retain and motivate employees of clients' companies through assessment of their financial & non-financial performance. I was also involved in the design of suitable KPIs for companies at differents stages of maturity. Apart from administering incentive plans, I was part of a team which co-created strategy maps and balanced scorecards with our clients. To drive a performance culture for our clients, I was also tasked to co-conduct workshops with our SME clients, interviewing both senior management and broad-based staff, to seek alignment on company KPIs. The stint has also given me some exposure to the Bloomberg terminal for data extraction/analysis purposes.
